Web services and client licences.

Does anyone know what the rules are for web services and client licences?

If I have a 10 user system, with 10 active clients (running the main app) can a web service query the userver/urouter or does it require another client licence to run?

If so, for how long is the client licence in use? If I have the WASV userver process on 10min idle, is it timed out for that entire length of time, or is there a 'hidden' client process somewhere?
